Hello, please try to set -vulkan start-up option for CS2 in Steam’s startup options window.
Make sure you have no antivirus*, anti-cheat, firewall enabled.

- You have to delete all antiviruses, except Windows defender. Please completely disable it.
Try reinstalling the required software:
DirectX - https://www.microsoft.com/en-us/download/confirmation.aspx?id=35
Visual C++ - Latest supported Visual C++ Redistributable downloads | Microsoft Learn
Try reinstalling the client and restart the PC.
Check if your drivers are up to date. If not, update them.
Do the following:
- Try -autoconfig launch
- Verify game files
- !!! Open CS2 without the cheat and check if multicore rendering is enabled. If not, enable it !!!
- !!! Try to run the loader with a VPN/Proxy !!!
- Try reinstalling steam
- Try completely wiping your %temp% folder and restarting your PC
