Ok so i have fixed the problem if you wanna use nl and it gives you error 92. you need to uninstall the latest anti virus update

Turning it off may not be enough, uninstall all anti-virus/anti-cheats you have and make sure you restart your pc!
I also encountered the same problem, which prompted
Error 【92】 Couldn’t start services, please disable any anti-virus or anti-cheatsoftware.
fix: use some file to clean your pc, clean %temp% disable anti virus, restart pc, disable anti virus, disable any anti cheats, open loader and done.
not works bro normally i dont have any antivirus i have only csgo and defender and my defender is always closed i did update my pc didnt work. i deleted my updates and didnt work again

I fixed it by using windows 8 compatibility mode on the program

Right click on the program and then Properties and then compatibility and then change it
