Steps to Rollback to the 32-bit Steam Client To successfully downgrade, you must force Steam to download older files from an archive and then block it from automatically updating back to the 64-bit version.
- Download the Archived Client
You will need to use a command-line argument to tell the Steam bootstrapper to pull files from a specific date when the client was still 32-bit. Right-click an empty space, select New > Text Document. Rename the file to steam.cfg (ensure the file extension is .cfg, not .txt). Open the file in Notepad and paste the following lines: Plaintext BootStrapperInhibitAll=Enable BootStrapperForceSelfUpdate=False Save and close the file.

Now, you can remove the extra commands from your shortcut or just launch Steam normally. It will detect the steam.cfg file and stay on the archived 32-bit version.
